Why are all bourbon biscuits identical, no matter which company makes them?

Why are all bourbon biscuits identical, with the same imprinted font and the same pattern, even though they’re made by many different companies? The first of this type of biscuit, made by Peek Freans, were not even called bourbons - so how did this consensus come about?
