Ninety percent of city centre parking ticket appeals are successful, guardian Cardiff can reveal.
Following a freedom of information request sent to Cardiff Council, out of 3,411 appeals against parking penalties in 2009, 3,058 were successful.
Although parking tickets are issued by the police authority, the penalties - known as excess charge notices – are administered by Cardiff Council in the pay-and-display zone in the city centre.
In 2009 a total of 15,275 notices were issued for a £20 fine in the city centre.
