Top health officials will today discuss whether or not all pubs can all reopen on July 20.
Phase four is scheduled to commence on Monday week but the roadmap can be pushed forward or backwards depending on how active coronavirus is across the country.
Gardai revealed on Thursday morning that 26 pubs across the country had been found to be breaching the guidelines at the weekend.
The National Public Health Emergency Team will meet today to discuss the latest coronavirus findings and how it is spreading in the country.
Among the topics discussed will be the opening of pubs and move to phase four - but a formal decision is not expected until late next week.
The possibility of the virus being airborne and the "green list" for travel will also be on the agenda.
On Wednesday there were no new deaths from the virus but 11 further people contracted it.
The Covid app has now been downloaded over one million times and has been hailed a massive success.
Acting Chief Medical Officer Dr Ronan Glynn has urged anyone presenting with common coronavirus symptoms to contact their local GP immediately.
He said: "A key element of our response to COVID-19 is ensuring that any person experiencing symptoms (cough, shortness of breath, fever, loss of sense of smell or taste) comes forward for testing. Please do not adopt a ‘wait-and-see’ approach, instead isolate yourself and contact your GP without delay.
“The National Public Health Emergency Team meets again on Thursday to continue its review of Ireland’s response and preparedness to COVID-19."
