Wheelchair lift or ramp could be added to Peterloo memorial

A wheelchair lift or a ramp could be added to the Peterloo memorial under revisions being considered by Manchester council , after the current design was criticised by disability campaigners for being inaccessible.

Campaigners say they would rather see a ramp than a lift, which they argued could break or attract vandals.

Councillors told campaigners in Thursday's communities and equalities scrutiny meeting that they will take their time to ensure that the right solution is found.

Council chiefs agreed to modify the existing design for the memorial, on the junction between Lower Mosley Street and Windmill Street, which was unveiled last month for the massacre's 200th anniversary, after complaints from campaigners.

They told the town hall that the current structure, which features concentric circles placed like steps, is inaccessible for many people.

But speaking on Thursday in a town hall meeting after potential modification options had been revealed, members of the Greater Manchester Coalition of Disabled People said that a lift could still cause issues.

One speaker, Brian Hilton, said: "We have 'grave reservations' over the suitability of a lift, due to the issues of vandalism, reliability and autonomous use."

He showed the councillors photos of various lifts within the city centre that do not work.

The group would rather see a ramp on the structure, he said, although they also asked whether it would be possible to install a bridge.

Papers that went before the committee found raised issues with a ramp option, saying it could block access to the nearby Convention Centre.

But Councillor Luthfur Rahman, executive member for skills, culture and leisure, said that the town hall would look at 'all options.'

Coun Adele Douglas raised the possibility of a see-through ramp, which she argued wouldn't affect anyone's view of the monument.

Another option being included in the council's papers are a handrail around the memorial, which would make it inaccessible to all.

Brian Hilton added that the group - one of many to call for modifications to the design - were keen to remain in conversation with the design team.

"The council must resist any urge to act in haste, must take its time and involve disabled people on designing and consulting on proposals," he said.

And he said that a 'complete redesign' of the memorial must remain an option if no fully accessible solution can be found.

Coun Rahman said that the council doesn't want to rush into a decision.

He told yesterday's meeting: "We want work completed as soon as possible but we don't want to rush this and get the wrong solution. We want to take our time to get the right solution and one that works for everyone."

He also said he was 'confident' that the town hall would find a workable solution, adding that the decision would be made in collaboration with people who will use the monument.
