PM TO MEET WITH SAILORS, VICTORIA MAYOR THURSDAY
The Canadian naval base west of Victoria will have a high-profile visitor on Thursday.
Prime Minister Justin Trudeau will start off the day at CFB Esquimalt by going for a run with Canadian Forces members and Defence Minister Harjit Sajjan.
He and Sajjan will tour the base later in the morning and will also meet with sailors at the home to the Canadian Pacific Naval Fleet.
Later in the day, Trudeau will meet with Victoria Mayor Lisa Helps.

MISCONDUCT INVESTIGATION'S DELAYS 'UNREASONABLE': SUSPENDED CHIEF
The deputy police complaints commissioner is denying any bias in a misconduct investigation into suspended Victoria police chief Frank Elsner.
Elsner has asked the B.C. Supreme Court to quash the probe, citing unfairness and an unreasonable delays.
He was suspended last April after allegations surfaced of improper conduct on social media and harassment of a female officer, but Elsner said in court documents that he's been targeted by a group of people who want him ousted as chief.
The complaints commission's investigation was extended for a fourth time in February, but Deputy Commissioner Rollie Woods said that's normal for disciplinary matters and is done to ensure fairness for everyone involved.

BC HYDRO SEEKS OKAY FOR EXTRA TURBINE AT REVELSTOKE DAM
BC Hydro is asking the province for environmental approval to add a sixth turbine at the Revelstoke Dam.
The utility said the new unit would add 500 megawatts of capacity to the province's electricity system and cost an estimated $582 million.
The dam's powerhouse was originally built for six generating units, but only four were installed by the time it began churning out power in 1984.
A fifth turbine began operating in 2010 but BC Hydro said the sixth is now needed because electricity demand continues to grow.

BODY RECOVERED FROM VANCOUVER ISLAND LAKE
RCMP have recovered a body from a lake on Vancouver Island where a canoeist disappeared on Monday.
Constable Gary O'Brien said a dive team found a man's body in Westwood Lake in Nanaimo, B.C., this afternoon but his name and the cause of death have not been released.
Police earlier reported a man was spotted late Monday afternoon tumbling into the lake from a canoe.
An off-duty Mountie heard him shouting for help and tried to swim out to the man, but was unable to reach him before losing sight of him in the frigid water.

PARAGLIDER CRASHES NEAR WHITE ROCK, B.C.
A paraglider has been taken to hospital after crashing on a beach south of White Rock, say RCMP.
Const. Chantal Sears said witnesses saw a man in a motorized paraglider in the area of Semiahmoo Bay descending rapidly and making a hard landing on the beach.
He was conscious and breathing when he has airlifted to hospital.
A witness who was walking his dog on the beach told CTV he was watching the man flying in the sky when he heard the motor cut out and saw the man start spiralling to the ground.

WITNESSES WANTED IN BURNABY, B.C., ARSON CASE
Police investigating two arson attacks at a Burnaby, B.C., business are asking witnesses to come forward.
RCMP said a molotov cocktail was thrown through the window of a business just after midnight last Thursday, but did not break.
They said a man was spotted two days later throwing an object later identified as a smoke grenade through the store’s window, touching off a small fire on the ground in the front of the business.
Police said a suspect wearing an orange safety vest and dark coloured hoodie fled the area and their investigation continues.
