Welsh Government to make it illegal for more than two households to mix at Christmas

The Welsh Government will change the rules on household gatherings to make it illegal for more than two households to gather together over Christmas.

Back on November 24 the First Minister Mark Drakeford  announced a "four nation approach" to Christmas where the rules would be relaxed and up to three separate households would be able to gather together.

Due to a spike in cases the rules were reviewed by all the home nations governments, all of whom initially agreed this morning that they would all stay the same.

Instead of changing the rules the Welsh Government changed their advice where the strongly suggested that only two households meet but declined to make it law.

Now they have u-turned on this decision and, according to a Welsh Government source, will be writing the two household rules into law.

This means that it will be illegal for more than two households to meet over the Christmas period.

What does this mean in practice?

This means that only two households will be able to meet but the Welsh Government have said an exception will be allowed for single people.

This means that a single person can join with a household and then that household can join with another.

Children with separated parents will also be able to move between households.

Why have they changed the messaging?

Welsh Government sources have indicated it is to make sure the virus is kept as under control as possible.

Today has been a very confusing day.

Mark Drakeford and Boris Johnson appeared to say contradictory things with the First Minister saying that only two households could meet and the PM saying nothing had changed.

The First Minister then clarified the two person rule in Wales was only advice - not law.

Now however, it has changed again to say it is in fact, the law.

How does this differ from England?

The approach from Mr Drakeford's government is tougher than over the border in England.

On Wednesday evening, UK PM Boris Johnson said people in England who wish to spend Christmas with their families will not be criminalised, but urged that that people “must exercise extreme caution.” 

The PM added: "If you’re visiting others over Christmas, we’re asking you in the five days beforehand, as early as this Friday, to reduce the number of people you’re in contact with to the lowest possible, because obviously this virus spreads through human contact."

And later when facing questions from journalists, Mr Johnson said that the guidance in England for three households to come together over the five days of Christmas, between December 23 -27, is a "minimum, not a target."
