A young man who plunged to his death from scaffolding at a tower block may have climbed it to look at views across London, it was claimed today.

The victim - thought to be in his late teens or early 20s - was pronounced dead at the scene after falling from the eighth storey of the block of flats in Waterloo last night.

Residents said the building in Windmill Walk was frequently used by teenagers who climbed scaffolding to reach the roof and look at views across the capital.

Julian Smith, chair of Windmill House Residents Association, said: “I see groups of young people aged about 14 to 17 coming regularly and getting up on the scaffolding to enjoy the views from the rooftop.

"The lad tonight was on his own.

"He looked like a decent young kid.”

A scaffolder said a weekly safety test was due to be carried out on the structure this morning and denied residents’ claims it was unsafe.

A Met spokesman said: “The death is being treated as non-suspicious.

"The Health and Safety Executive has been informed.”
