Watchdog to release report into West Dunbartonshire Council's fraud claims probe

A watchdog’s probe into the handling of West Dunbartonshire Council’s investigation into allegations of fraud and corruption will be reported back this month.

The local authority reported itself to Audit Scotland in February after we revealed serious allegations made by a whistleblower.

The claims include senior officers being frequently wined and dined in return for lucrative contracts with the local authority, which it is now claimed total more than £9million.

One of the allegations includes an officer being treated by a company boss to a luxury golfing day at Cameron House to the tune of £650.

The executives are claimed to have enjoyed lavish meals at plush restaurants across Glasgow, all paid for by the director of a private construction firm, who went on to win big-money deals with West Dunbartonshire Council.

It is alleged that the arrangement went on for several years up to 2016.

The council has conducted an internal audit into the allegations which found “no basis” for action to be taken against any employees.

The investigation ruled the roads and greenspace officers were not at fault of failing to declare hospitality as they claimed they paid their way.

But the probe uncovered a catalogue of failings — including work being awarded without formal contracts and personal interests not being declared.

Audit Scotland’s focus is looking into the council’s value for money, governance and transparency, financial management and financial sustainability.

Councillor Jim Bollan, who is leading calls for more information, asked chief executive Joyce White for an update at last week’s full council meeting held at the council’s Church Street offices in Dumbarton.

Responding, she said: “Audit Scotland are working on the review at the moment and the plan is the report will be available in April.

“That’s the most up-to-date information I have from Audit Scotland.”
