WATCH: NCAA to tighten transfer guidelines, limiting immediate eligibility

The NCAA on Wednesday approved a collection of changes to its transfer guidelines which will make it more difficult for athletes to transfer schools from one Division I team to another and get an eligibility waiver to play immediately.
In 2018, the NCAA said waivers would be granted on a case-by-case basis following “documented mitigating circumstances outside of the student-athlete’s control and directly impacts the health, safety or well-being of the student-athlete.”
The NCAA added the words “extenuating,” and “extraordinary,” as qualifiers to the circumstances, tightening the scenarios that will lead to approved waivers.
The list of other changes includes the fact that student athletes which have had scholarships revoked for non-disciplinary reasons, say if a coach just needs to clear out a roster spot, that exiting athlete will have to provide the NCAA with a letter from the Athletic Director saying they cannot return to the team on scholarship in order to be able to go to another school and play immediately.
