Josh Adams notched a hat-trick of tries for the reigning Six Nations champions in a breathless match that also featured four yellow cards - two for each team.
However, the victory was soured by injuries to key trio Adams, Dan Biggar and Jonathan Davies.
Wales - who are set to face either England or France in the last eight - will look to seal top spot in the group when they face Uruguay in Kumamoto on October 13.
