Just £83 was spent per head on flood defences in Yorkshire and Humber, compared with £180 in the South East.
To add insult to injury, hundreds of residents face a miserable Christmas in rain-damaged homes or temporary accommodation as they battle with insurance firms for compensation.

Boris Johnson rushed to the scene immediately after the floods to pose for the cameras but has failed to lift a finger to help victims since.
The response from the politicians and the insurance firms has been pitiful.
