Video shows moment woman transports four-year-old on e-scooter

Police say they seized an e-scooter from a woman who was filmed riding with a small child. Officers say the woman was riding through the streets of Gloucestershire on Saturday morning (January 28).

Officers believe the woman uses the vehicle daily. However neighbours raised concerns about the use of the electric vehicle.

The Gloucestershire Police Specialist Operatives said: "Concerns were raised regarding a female using an e-scooter to transport a young child on a daily basis. Officers attended and observed 4-year-old being transported in this way and vehicle seized. Thanks to the public for making us aware."

Law on e-scooters

According to the Metropolitan Police, e-scooters are classed as motor vehicles under the Road Traffic Act. It means privately-owned scooters would have to be insured and taxed, with owners required to have a licence.

This is not currently possible in England and Wales. The scooters remain legal to be used on private land with the permission of the landowner, says South Wales Police.

It is however legal to ride e-scooters on the roads in England if they are part of an official trial. Anyone using a rental e-scooter on a public road or other public space, has to comply with the relevant road traffic legislation or they face potential prosecution.

Anyone riding an e-scooter on the road can be liable for a £300 fine and six penalty points on your licence for having no insurance. Alternatively, you could be fined £100 and handed between three to six penalty points for riding without the correct licence, says the Met Police.
