Victoria's COVID-19 case numbers have hit five figures for the first time with 14,020 new positive infections as the state pushes for third dose vaccinations.
Two more people have died and 516 people are in hospital, including 24 on ventilation.
The figures take the total number of active cases in Victoria to 48,297.
There were 60,000 test results processed by Monday evening, a jump on the figure from the day before but down on the peak.
Dozens of testing sites closed down early again on Tuesday morning, reaching capacity shortly after opening.
Others listed wait times of more than three hours for those lucky enough to get a spot.
Result times have blown out because of the increasing cases, with all swabs now being tested one by one.
Previously swabs were batch tested and if a positive result was returned, individual swabs were reviewed.
Testing commander Jeroen Weimar on Monday said one-in-five cases being PCR tested was positive, a tenfold increase over the past few weeks.
Tuesday's figures showed a slight bump in results returned, up to 60,000 from 44,000 on Sunday, but it is still down on the peak in another sign of the increasing reliance on rapid antigen tests.
But the RATs are increasingly rare to find, with shortages prompting the creation of a website where shoppers advertise where they are are in stock.
The figures, as well as changes to third dose vaccination time frames from Tuesday, have prompted a fresh push for Victorians to get the jab.
New pop-up sites will open to deal with demand for third vaccinations, including boosters and third doses for immunocompromised people.
Currently 11 per cent of Victorians over 12 have received their third dose.
The additional sites, which include some with walk-in appointments, will be open 12 hours a day, seven days a week.
New sites include Caroline Springs Leisure Centre, PANCH Health Centre in Preston and regional locations in Swan Hill and Kyneton.
The centres are opening in partnership with community and sporting groups including the Chinese Community Council of Australia, Deaf Australia, the Father Bob Maguire Foundation, Islamic Council of Australia, Rumbalara Aboriginal Cooperative and Hindu Council of Australia
"As of today another million Victorians are eligible for their third dose and that number will increase when the three month change comes into effect from the end of January," Acting Premier Jacinta Allan said.
