Thousands protest in Melbourne CBD as Victoria records 1,221 new local COVID-19 cases, four deaths

A large crowd has gathered in Melbourne's CBD to protest against vaccine mandates and Victoria's proposed pandemic laws, chanting, "kill the bill".

This comes as Victoria records 1,221 new local COVID-19 cases and four deaths.

The large crowd marched from through the CBD to the steps of Parliament House, where they heard from federal MP Craig Kelly and state Liberal MP Bernie Finn.

The demonstration has been noisy but peaceful.

A Victoria Police spokeswoman said they were aware of the protest and would maintain a presence in the area throughout the day to ensure the safety of those protesting and the broader community.

This is the third week in a row that protesters have gathered to rally against the bill, which has already passed through the state's lower house.

The law is designed to replace the state of emergency powers that cannot be extended beyond the end of the year.

The crowd was also protesting against vaccine mandates.

The deadline for all employees and contractors on Victorian construction sites to be fully vaccinated has passed, with only those with a double dose of vaccine to remain onsite.

Workers in Victoria's residential aged care sector have until Monday to be fully vaccinated.

There are now 16,671 active cases of the virus in Victoria, and 407 people have died in the state during the current Delta outbreak.

Those who died were aged in their 60s, 70s, and 90s.

There are now 405 people in hospital with COVID-19 in Victoria, of whom 77 are in intensive care and 51 are on a ventilator.

The health department said a further 63 people were in intensive care but their infections were no longer considered active and they did not require the same infection control.

The new cases were identified from 60,818 test results received on Friday.

There were 10,708 vaccine doses administered at state-run sites on Friday and more vaccinations at GP clinics and other venues.

Victoria has now fully vaccinated 86 per cent of its 12+ population and is on track to reach 90 per cent before the target date of November 24.

There will be a wide-ranging easing of restrictions when the 90 per cent vaccination target is reached.

Elective surgery resumes

Private hospitals have resumed elective surgery in some regional centres at up to 50 per cent capacity per week.

Hospitals in Ballarat, Shepparton, Latrobe, and Bendigo resumed elective surgeries yesterday.

From Monday, private hospitals in Geelong and metropolitan Melbourne can resume elective surgeries, also within a 50 per cent capacity per week.
