Victoria's education department has pleaded guilty to safety breaches over the death of a schoolboy whose wheelchair tipped over.

The boy suffered fatal injuries at Warringa Park School, for students with disabilities, in the southwest Melbourne suburb of Hoppers Crossing in November 2018.

The Department of Education and Training entered guilty pleas in Melbourne Magistrates Court on Tuesday to two charges of failing to ensure people other than employees weren't exposed to risk.

The court was previously told the school's ramps had not been maintained adequately.

The maximum penalty is about $1.4 million per offence, so the government could face a possible fine of up to $3 million.

A magistrate earlier this year refused the department's request to have the case remain before her.

If the case had remained in Melbourne Magistrates Court, the penalty for each charge would be capped at about $400,000.

The department is expected to appear in the County Court for a pre-sentence hearing on November 19.
