Victoria's anti-corruption commission needs more funding to tackle police misconduct, a parliamentary committee has acknowledged.

The Independent Broad-based Anti-corruption Commission investigates the public sector including Victoria Police, and has warned it will be forced to cut costs without an increase in recurrent funding.

It received $27 million dollars over four years in the 2020/21 state budget. But Commissioner Robert Redlich QC said this wasn't enough to keep up with an ever-increasing workload.

Without supplementary funding, IBAC told the Labor-majority Integrity and Oversight Committee it would need to cut costs by $6 million, or 23 per cent of its total budget.

In the 2018/19 financial year, IBAC reported a deficit of $99,000, compared with a $75,000 surplus the preview years.

In a report published Thursday, the committee said it was "concerned that IBAC has neither been able to increase the number of investigations it undertakes into police-complaint matters nor reviews of complaint investigations carried out by Victoria Police".

It noted "IBAC's view that it requires more funding in order to increase the number of investigations and reviews it carries out".

Premier Daniel Andrews again denied underfunding the watchdog.

"Every year we have a budget process. Ministers bid for funding, agencies bid for funding and not everybody gets exactly what they bid for. I don't think that's the case with IBAC though," he told reporters.
