Ukraine crisis: Ukraine declares state of emergency, calls on citizens in Russia to come home

Ukraine declared a state of emergency on Wednesday and told its citizens in Russia to immediately come home, while Moscow began evacuating its Kyiv embassy and the West responded with further sanctions, in the latest ominous signs of an all-out Russian military onslaught.
