INDEPENDENT Kirsty O'Connell drew top spot on the ballot paper after nominations closed yesterday for the Upper Hunter by-election on May 22.
The other 12 candidates in order are Archie Lea (Independent), Eva Pears (Liberal Democratic Party), Dale McNamara (Pauline Hanson One Nation), Dave Layzell (Nationals), Tracy Norman (Independent), Steve Reynolds (Independent), Sue Abbott (The Greens), Jeff Drayton (Labor), Callum Blair ( Sustainable Australia Party), Michael Dello-Jacovo (Animal Justice Party), Sue Gilroy (Shooters, Fishers and Farmers) and Kate Fraser (Independent).
The by-election follows the resignation of National Party MP Michael Johnsen over a sex scandal. Pre-poll voting starts on Monday.
The Nationals hold the once-safe seat by just 2.6 per cent, and preferences are likely to be crucial. Independents Ms O'Connell and Ms Norman have confirmed a preference swap, and say an Independent could hold the balance of power.
Muswellbrook councillor Steve Reynolds announced his candidacy on Thursday.
"I will do everything with the vision of every person in our community, not just those with the loudest voice," Cr Reynolds said.
"Over the next few decades, we will observe how industry deals with the diversification of mining.
"By working together with industry and agriculture, I would like to form a strong working relationship between the two industries. Actually listening and respecting differences builds trust."
