Europe and Russia are “no longer at peace” and Vladimir Putin is waging a war against the continent's freedom, according to German chancellor Friedrich Merz.
Clarifying that most of Europe is “not at war”, Mr Merz said Moscow’s assault on Ukraine was “a war against our democracy”.
Meanwhile, Donald Trump is considering Ukraine’s request for long-range Tomahawk missiles in an effort to push back against Russia, US vice president JD Vance has said.
Ukrainian president Volodymyr Zelensky asked the US to sell Tomahawks to European nations that would send them to Ukraine, Vance said on Fox News on Sunday, adding that Trump would make the “final decision” on the deal.
Trump has long denied Ukraine’s requests for the use of long-range missiles in the past, but has recently grown frustrated with Vladimir Putin’s refusal to reach a peace deal.
The move comes at a time where more Nato nations are raising the alarm over violations in their airspace from Russia, with Denmark ordering a ban on civil drone flights ahead of two European summits this week after unexplained drones were spotted near military sites over the weekend.

President Trump has previously denied Ukraine’s requests for the use of long-range missiles in the past, but as he grows more frustrated with Moscow, he appears to be more accepting of Zelensky’s requests.
The US leader has not often granted Ukraine’s requests, but suggested in June that the US could send more Patriot missile systems to Ukraine.

Moldova applied to join the EU in 2022 in the wake of Russia's full-scale invasion of Ukraine, and was granted candidate status that year. Brussels agreed to open accession negotiations last year.

The documents show planned defence spending of 13 trillion roubles ($157 billion) in 2026, which would be the fifth year of the war in Ukraine.
That is more than the 12.6 trillion roubles noted in preliminary Finance Ministry documents obtained by Reuters last week, but below this year's post-Soviet high of 13.5 trillion roubles.
The lower target has raised questions among analysts, given that there is no sign of an end to the conflict. How the money will actually be spent is unclear, because 84 per cent of defence expenditure is classified.
A source with knowledge of the budget process told Reuters that defence spending can be increased rapidly if necessary.
"If there is active warfare, they can add funding at any moment," said the source, who spoke on condition of anonymity because of the sensitivity of the subject.
Another source said actual military spending often exceeds targets and may be hidden within other types of expenditure.
Actual military spending in 2025 is classified, but published materials show some increases compared to the initial plan, including 30 billion roubles in additional capital for PSB, a bank serving the military-industrial complex.

“The number one weapon any aggressor truly fears – in this case, Russia and Putin – is unity,” he said on X. “That is our strongest weapon. Even though they tried to use certain representatives, even on the European continent, to drive a wedge – to undermine European unity and even split the EU itself – Russia failed to divide most countries.
“That is why we are strong, and that’s why Ukraine has such support. The second thing we need now is coordination. That night, according to our data, 92 drones flew toward Poland, in that direction – I cannot say those drones were all intended to enter Polish territory, but they were headed that way.
“Our Air Force shot down everything they could, and that is a fact. And you know that 19 made it into Polish airspace. Had we acted in a more coordinated way, I believe we would have achieved an even greater result.
“Another key element is the PURL initiative, which enables Ukraine to buy American air-defense systems and missiles today. And six countries have already joined,” he continued.
“We would very much like other countries – including Poland – to support this initiative as well. It will definitely help us get through the winter. Third is about the future and our cooperation. There is the SAFE instrument that Poland will be using. We are ready to cooperate – even to use this instrument for air defense purposes.
“Today, Ukraine has interceptor drones, which are a technological breakthrough. Interceptor drones are the answer for defending the skies and countering any aerial targets – meaning other drones. We need additional funding for this.”

European commission to propose "Defence Readiness" roadmap

Denmark is due to host EU leaders on Wednesday, followed by a summit on Thursday of the wider, 47-member European Political Community. It has already said it has increased security around the events after the drone sightings.
Drones disrupted air traffic at six Danish airports last week, including at Copenhagen, the Nordic region's busiest, in what Prime Minister Mette Frederiksen called a hybrid attack on her nation.
Denmark has stopped short of saying definitively who it believes is responsible, but Frederiksen has suggested it could be Moscow, calling Russia the primary "country that poses a threat to European security". The Kremlin denies involvement.
Swedish Prime Minister Ulf Kristersson said in a post on social media X that Sweden would send "Counter-UAS" - Counter-Unmanned Aircraft Systems - and that his country separately on Sunday had also shipped "a handful" of radar systems to Denmark.

Ex-MI5 chief warns Britain could already be at war with Russia

Moldova's pro-European Union ruling party won a resounding victory over its Russian-leaning rival in the parliamentary election on Sunday, results showed, a major boost for those Moldovans who want to join the EU and break away from Moscow's orbit.
In a call with reporters, Kremlin spokesman Dmitry Peskov said Moldovans living in Russia, who are traditionally more likely to vote for pro-Russian political forces at home, had been unable to cast their vote.
"Hundreds of thousands of Moldovans were deprived of the opportunity to vote in the Russian Federation due to the fact that only two polling stations were open to them," said Peskov.

“Ukraine is defending itself rightfully, and that is being felt on Russian territory. We are preparing a Technological Staff meeting that will be largely focused on Ukrainian long-range capabilities — specifically, the production of our drones and missiles of various types.”
It comes as the Kremlin has said they will monitor the potential sale of Tomahawk missiles to Ukraine.

Zelensky continued: “Yesterday I spent considerable time speaking with manufacturers; as a result, there will now be concrete tasks for Ukraine’s Ministry of Defense and the military. The Commander-in-Chief also reported on the frontline situation, particularly in the Pokrovsk and Dobropillia areas.
“We continue the counteroffensive. As of this morning, total Russian losses have reached 3,185 personnel, and almost 1,800 of them are irrecoverable.

Vyacheslav Gladkov said Ukraine had targeted the region's infrastructure, forcing certain facilities to switch to backup power generators and had twice struck the regional capital - Belgorod - with six warheads in total.
Unverified social media footage showed what looked like a powerful missile attack on a power station in Belgorod with a series of loud explosions followed by smoke rising into the sky.
Reuters could not verify the footage and there was no immediate comment from Ukraine whose own power infrastructure comes under regular attack from Russia.
Gladkov said Kyiv's forces had shelled other parts of the region, which borders Ukraine, and had launched at least 76 attack drones in the last 24 hours, some of which had been shot down near residential areas.
The Russian Defence Ministry said it had shot down 21 Ukrainian drones over Belgorod overnight.
Gladkov, who posted footage of Belgorod's philharmonic orchestra playing by torchlight during one of the missile attacks, said emergency repair crews had worked through the night to restore power.

"Ukraine proposes to Poland and all our partners to build a joint fully reliable shield against Russian aerial threats," he said in an address to the Warsaw Security Forum delivered via video link.

Peskov's remarks come amid a Kremlin proposal to the US this month to voluntarily maintain for a year the limits on deployed strategic nuclear weapons set out in their New START arms control treaty once it expires next year if the US does the same.
White House press secretary Karoline Leavitt said Putin's proposal sounded "pretty good," but the issue was up to U.S. President Donald Trump. The US president has said he wants to open denuclearisation talks with Russia and China.
"Naturally, we have to start talks at the bilateral level. New START is after all a bilateral document," Peskov told TASS.

"But in the long term, you cannot remain abstract with these arsenals. All the more so that these arsenals are a component of the overall problem of global European security and strategic stability."
New START was signed by then-presidents Barack Obama and Dmitry Medvedev in 2010, came into force a year later and was extended in 2021 for five more years after U.S. President Joe Biden took office.
In 2023, Putin suspended Russia's participation, but Moscow said it would continue to observe the warhead limits. Putin this month made his offer to maintain the treaty's limits as Ukraine tries to convince Trump to impose harsher sanctions on Russia over its February 2022 invasion of its smaller neighbour.
Russia and the US have by far the biggest nuclear arsenals in the world. New START caps the number of deployed strategic nuclear warheads at 1,550 and the number of delivery vehicles - missiles, submarines and bomber planes - at 700 on each side.
France and Britain, which were never a party to New START or its precursor treaties, have much smaller arsenals numbering between 250 and 300 warheads each.

Why has Denmark banned civilian drone flights in its airspace?

The Danish military said in a statement it had deployed "several capacities" in response to the overnight sightings at bases, declining further comment on the nature of its response.
Denmark called the drones part of a "hybrid attack". It stopped short of saying definitively who it believed was responsible, but prime minister Mette Frederiksen previously suggested it could be Moscow, calling Russia the primary "country that poses a threat to European security". The Kremlin denied any responsibility.
The ban bars civilian drones from Danish airspace from Monday through Friday of this week when Denmark, which holds the rotating presidency of the EU for the second half of this year, will be hosting European leaders.
Denmark will host EU leaders on Wednesday, followed by a summit on Thursday of the wider, 47-member European Political Community, set up to unite the EU with other friendly European countries after Russia's 2022 invasion of Ukraine.

The US president said in a Truth Social post that Kyiv’s military could win “all of Ukraine back in its original form”, adding that Putin and Russia are in “BIG economic trouble”.
Military experts say Ukraine could push Russia back towards the border as it stood in 2022, and force Vladimir Putin to seek a peace deal – but only in the presence of a strict, and unlikely, set of conditions.
The Independent asked three experts with knowledge of Russia’s military, its economy, and the front line in Ukraine whether Trump’s claim could be realised.

Denmark bans drone flights after fresh drone sightings at military bases
Sunday 28 September 2025 15:02 , Athena StavrouDenmark ordered a ban on Sunday on civil drone flights, after drones were observed at several military facilities overnight, following a week in which drone sorties caused the temporary closures of several Danish airports.
The Danish military said in a statement it had deployed "several capacities" in response to the overnight sightings at bases, declining further comment on the nature of its response.
Drone sorties earlier this week forced Denmark to shut airports, including a nearly four-hour closure of Copenhagen Airport on Monday.
Denmark has called the drones part of a "hybrid attack". It has stopped short of saying definitively who it believes is responsible, but Prime Minister Mette Frederiksen has suggested it could be Moscow, calling Russia the primary "country that poses a threat to European security". The Kremlin denies blame.
Under the ban, civilian drones will be barred from Danish airspace from Monday through Friday of the coming week, when Denmark, which holds the rotating presidency of the EU for the second half of this year, will be hosting European leaders.

Denmark reports more drone sightings at armed forces locations for second night

The ministry said in a statement it had "several capacities deployed" after drone sightings from Saturday into Sunday night.
This is the second consecutive day that Denmark has reported drone sightings at its armed forces’ locations.
It didn't offer any further details about the specifics of the deployment, the number of drones or locations.
This is the latest unexplained drone activity after several sightings last week, including over five Danish airports last week, raising concerns about security in northern Europe amid suspected growing Russian aggression.
Following a Nato meeting in Riga, Latvia, on Saturday, Colonel Martin O'Donnell, the Supreme Headquarters Allied Powers Europe spokesperson, announced that "we will conduct even more enhanced vigilance with new multi-domain assets in the Baltic Sea region, which includes Denmark, under Baltic Sentry."
He said Nato leaders had been in constant contact with Danish leaders about the recent drone incidents and that the assets would include "multiple intelligence, surveillance and reconnaissance platforms and at least one air-defence frigate."
Separately, Germany said that following a request from Denmark, its armed forces would provide military support for the upcoming European Union summit later this week in Copenhagen through "Counter-small Unmanned Aircraft Systems capabilities," also known as C-UAS, which are detection systems that use radar, optical and acoustics technologies.
Sweden had already announced earlier that it would "lend Denmark a military anti-drone capability" without giving further details.

Unidentified drones were observed near military installations in Denmark overnight, the Armed Forces said on Saturday, following several drone incursions near airports and critical infrastructure this week.
Copenhagen Airport, the Nordic region's busiest, closed for several hours late on Monday as several large drones were seen in its airspace. Five smaller Danish airports, both civilian and military, were also shut temporarily in the following days.
In response, Nato will "conduct even more enhanced vigilance with new multi-domain assets in the Baltic Sea region", it said in a statement emailed to news agency Reuters.
The alliance said the new assets included "intelligence, surveillance, and reconnaissance platforms and at least one air-defence frigate".
A Nato spokesperson said they would not provide details on which countries were contributing the extra assets.
Russia claims Ukraine's negotiating positions are 'deteriorating'

Kremlin spokesperson Dmitry Peskov claimed on state television on Sunday: “With every passing day, the situation for Ukraine is inexorably deteriorating. And every day Ukraine's negotiating positions are inexorably deteriorating."
His comments come after Russia launched hundreds of drones and missiles at Kyiv and other parts of Ukraine early on Sunday.
Ukraine’s president Volodymyr Zelensky again urged the international community to act decisively to cut off Russia's energy revenues that fund its invasion after the attack.
"The time for decisive action is long overdue, and we count on a strong response from the United States, Europe, the G7, and the G20," he said on the Telegram messaging app.
12-year-old girl killed by Russian attack on Kyiv

Ilona Kovalenko, a 38-year-old resident of a five-story building struck in Kyiv's Solomianskyi district, told The Associated Press she woke up because of the explosion, which shattered windows.
"A neighbor kept knocking on our door. She was completely covered in blood and shouting, 'help, save my daughter,'" said Kovalenko, who fled the building with her grandmother after the strike.
Oleksandra, the neighbour's daughter, was the 12-year-old killed in the attack.
"Sadly, she died on the spot," Kovalenko said. "We are in shock, to be honest."

At least 40 people have been wounded across the country, according to Ukraine’s president.
Tymur Tkachenko, head of the Kyiv City Administration, confirmed Sunday's casualties via Telegram and said 10 others were wounded in the attack that targeted civilian areas across the city.
A 12-year-old girl was among the dead. "The Russians have restarted the child death counter," Tkachenko wrote on Telegram.
Russia fired a total of 595 exploding drones and decoys and 48 missiles, Ukraine's air force said Sunday. Of those, air defenses shot down or jammed 566 drones and 45 missiles.
Besides Kyiv, Ukrainian President Volodymyr Zelensky said the bombardment targeted the regions of Zaporizhzhia, Khmelnytskyi, Sumy, Mykolaiv, Chernihiv, and Odesa.
Zelensky wrote on X that at least 40 people were wounded across the country. Later, Ukraine's Interior Ministry stated the number of the wounded rose to 70, with over a hundred civilian objects damaged.
Zaporizhzhia's regional head, Ivan Fedorov, said three children were among the 27 wounded in the region, adding that over two dozen buildings were damaged in the capital that bears the same name.

Writing on social media platform X, Mr Zelensky said: “A massive Russian attack on Ukraine lasted for more than 12 hours. Savage strikes, a deliberate, targeted terror against ordinary cities - nearly 500 attack drones and over 40 missiles.
“The main targets of the enemy strikes were Kyiv and the region, Zaporizhzhia, Khmelnytskyi, Sumy, Mykolaiv, Chernihiv, and Odesa regions. In the capital, the building of the Cardiology Institute was damaged. As of now, four people have been reported killed in Kyiv, including a 12-year-old girl. My condolences to all the families and loved ones. Across Ukraine, at least 40 people are known to have been injured, including children.”
He added that Russia was continuing to earn revenue from energy exports through the operation of a shadow fleet.

Kyiv awoke to loud explosions, drones flying overhead and air defences booming. Smoke from one of the strike sites drifted across the morning sky as the air raid alert ended at 9.13am (6.13am GMT), nearly seven hours after it began.
Reuters journalists visited an area in the suburbs of Kyiv, where two rows of newly built homes were almost totally destroyed, and cars parked nearby were flattened by falling debris.
Residents sifted through the wreckage of an apartment block after their windows were blown in by the force of an explosion.
Some residents hurried to metro stations underground, from where they followed events on their mobile phones.
Ukraine’s president Volodymyr Zelensky said the attack had targeted several regions in the north, centre and south, including the southern city of Zaporizhzhia where authorities said at least 16 people had been injured.
Several buildings were badly damaged and on fire in Zaporizhzhia, footage posted on social media showed.
Emergency services said at least four people were killed, while 67 people were reported wounded across the country by local authorities.
