UEFA respond to SPFL request as they lay out the two scenarios that could see Celtic being crowned champions

UEFA have confirmed that the SFA and SPFL have asked for guidance on ending the season early, stating that the Premiership can be declared over if government rules or financial issues make playing on impossible.

An SPFL resolution brought the lower leagues to an end and handed the governing body the power to crown Celtic champions in the top flight.

However, UEFA had threatened European bans for countries where the season was not completed and appeals were made for guidance.

Following today's meeting of the executive committee a statement was issued setting out the steps that should be taken.

UEFA acknowledged that the guidance was handed down after "representations made by the football authorities in Belgium and Scotland".

Following meetings with the 55 member associations, the European Club Association and the European Leagues the recommendation remains to "explore all possible options to play all top domestic competitions giving access to UEFA club competitions to their natural conclusion".

As expected, the European ruling body confirmed that if all 38 games of the Premiership can't be played "it would be preferable that suspended domestic competitions would restart with a different format in a manner which would still facilitate clubs to qualify on sporting merit".

UEFA has acknowledged though that government orders or financial issues could mean that finishing the 2019-20 season is impossible.

Nicola Sturgeon has warned that it may be months before public gatherings are allowed and the statement acknowledges that seasons may have to stop in the face of an "official order prohibiting sports events so that the domestic competitions cannot be completed before a date that would make it possible to complete the current season in good time before the next season to start".

Financial issues which "put at risk the long-term financial stability of the domestic competition and/or clubs" will also be considered a legitimate reason to end the 2019-20 campaign.

In either case leagues would be allowed to end early, with the clubs participating in the Champions League and Europa League to be submitted to UEFA.

That must be based on "objective, transparent and non-discriminatory principles" but leagues "should otherwise have the ability to decide the final positions in their domestic competitions, having regard to the specific circumstances of each competition".

If these guidelines are not followed though UEFA "reserves the right to refuse or evaluate the admission to any club proposed".

Overall any club entered into European competition has to be selected based on sporting merit.

That would appear to put paid to rumours that Spain were considering entering Atletico Madrid based on their previous performances in the Champions League.
