UEFA have opened the door for a large scale fan return at Euro 2020.
European football's governing have announced the lifting of a 30 per cent stadium capacity cap imposed earlier in the Covid-19 pandemic.
The removal now places decisions on attendance limits at this summer's tournament in the hands of local authorities.
Hampden is due to host four matches but there have, so far, been no guarantees that any supporters will be allowed into the ground.
The Scottish Government has stressed such decisions cannot be made so far in advance, with the first tournament fixture set to be played on June 11 in Rome.
UEFA have also announced the tournament will adopt the five substitutes rule implemented throughout European and some domestic competitions this season.
The measure is designed to help player workload during a season already truncated by the pandemic.
It has already been used in March's World Cup 2022 qualifying matches and will be extended through the summer.
