NEW YORK -- The U.S. mission to the United Nations is considering adopting a U.N. Security Council resolution to establish a new investigative organization to look into chemical weapons attacks in Syria, it has been learned.
Washington is aiming for early adoption. However, the actions of Russia -- which has supported the administration of Syrian President Bashar Assad -- are likely to be key.
A draft of the resolution obtained by The Yomiuri Shimbun does not identify the Assad administration as responsible for the use of chemical weapons. The draft uses the terms "condemning in the strongest terms any use of chemical weapons" in Syria.
The term of the new organization would be one year, with the possibility of extension by the Security Council if necessary.
Taking into consideration Russian demands to create a balanced organization, it stipulates that "due regard should be paid to the importance of recruiting the staff on as wide a geographical basis as is possible."
