Typhoon strands Narita passengers, causes massive blackouts in Chiba Pref.

Typhoon No. 15 was still causing headaches one day after it struck the Kanto region, with about 13,300 passengers forced to stay overnight at Narita Airport into Tuesday morning because transportion services were suspended for inspections.

The situation eased after some railway and bus services resumed early on Tuesday. Meanwhile, massive electric and water outages were affecting Chiba Prefecture.

According to Tokyo Electric Power Company Holdings Inc., as of 1 p.m. on Tuesday there were blackouts in four prefectures -- Chiba, Kanagawa, Ibakaki and Shizuoka -- affecting 612,000 households, with 566,000 of them in Chiba Prefecture. TEPCO aims to fully restore electricity to about 330,000 households by Tuesday, although it is unclear whether this is possible.

In Inzai, Chiba Prefecture, a patient died on Monday at a hospital that lacked a backup power generator. The Chiba prefectural government will investigate whether the patient's death was related to the blackout.

Meanwhile, blackouts have caused water outages at about 89,000 houses in Chiba Prefecture, and local governments have established water supply points.

Chiba Gov. Kensaku Morita has requested that the Self-Defense Forces deliver water for fear that medical instutions will face water shortages.
