
Two educators from Chesterfield County Public Schools in Virginia now face felony charges related to explicit child abuse and the possession of child pornography, following separate but related investigations by Colonial Heights police.
Police arrested Richard Franklin Troshak, III, 33, a teacher at the Chester Early Childhood Learning Academy, on Friday, August 23. He faces eight felony counts of manufacturing child pornography and two counts of indecent liberties with a child. According to reports, law enforcement took Troshak into custody at the school where he worked.

This arrest follows the prior apprehension of Shaun Jason Adams, 49, a teacher at Elizabeth Davis Middle School. Police arrested Adams initially in July on a single charge of possessing child pornography.
A subsequent investigation by Colonial Heights police has led to Adams now facing 30 additional charges. Police reports allege that Adams had a file containing an indecent image of a juvenile taken in a movie theater bathroom. Investigators reportedly found the image in a deleted folder on his electronic device.
Chesterfield County Public Schools terminated both men from their positions. Meanwhile, the principal of the Chester Early Childhood Learning Academy is also on administrative leave as the division investigates the matter, according to Superintendent John Murray.
In a statement to parents, Murray said the news was “truly heartbreaking” and reaffirmed the school system’s commitment to ensuring the safety of its students.
Chesterfield Police Chief Frank Carpenter said that his department has opened a joint investigation with Child Protective Services and is working with state and local partners to “leave no stone unturned.”
Authorities are urging anyone with information related to these cases to come forward and contact the Chesterfield Police Department. Adams is expected in court on September 18. It’s unclear when Troshak will make his first court appearance. Police are holding Adams and Troshak at Riverside Regional Jail without bond.
