Two firms bid for Rayong port project

Two local companies — Gulf and PTT have submitted bidding envelopes to develop the 55.4-billion-baht third phase of Map Ta Phut port in Rayong, according to the Industrial Estate Authority of Thailand (IEAT).

IEAT, the host of the Map Ta Phut port auction, said two companies are bidding for the first stage of development – infrastructure construction.

Governor Somchint Pilouk said Gulf Energy Development Plc and PTT Tank Terminal Co submitted the envelopes with their proposals yesterday, the last day to submit the documents.

The third phase of Map Ta Phut port is the megaproject under the government’s Eastern Economic Corridor (EEC) scheme. The bidding is set in the form of a public-private partnership.

During the envelope-buying period, which ended Nov 21, 18 local and foreign companies — mostly petrochemical makers, power producers and construction providers — bought project envelopes.

Ms Somchint added the bidding panel will conduct a screening process, and expects to name the winner in May.

For the first stage of development, the winner will have the right to develop the Map Ta Phut port’s 200-rai area with a total investment of 47.9 billion baht. The company will spend 35 billion baht while the government will invest the remaining 12.9 billion baht.

The first stage is expected to be finished by 2025, and will facilitate the transportation of 10 million tonnes of gas per year.

The IEAT plans to issue a term of reference for the second stage, which includes developing wharfs worth 7.5 billion baht. This stage of the project will support the shipment of 4 million tonnes of liquid products per year.
