Tunisia: Interior Minister Proposes Financial Rewards for Whistleblowers

Tunisia's Interior Minister Lutfi Ibrahim proposed drafting a law to grant financial rewards to whistleblowers, in a move to boost counterterrorism efforts.

Ibrahim said in a hearing session before the parliament's legislative committee on Friday that it was important to approve financial rewards to make counterterrorism more effective.

“Financial rewards are among the most important mechanisms adopted in the field of combating terrorism and its prevention in most world countries as they contribute effectively to stimulate the reporting of perpetrators of these crimes,” Ibrahim added.

Unlike the Anti-Terrorism Act, the Tunisian Anti-Corruption Act approves a financial reward for whistleblowers for financial corruption offenses.

In this context, Ibrahim urged that the same step be taken in the field of the fight against terrorism.

The Parliament's General Legislation Committee is considering discussing proposals for amendments to the Anti-Terrorism and Money Laundering Act 2015 to meet international standards.

The amendments follow enlisting Tunisia, by the European Union, in a blacklist of the countries exposed to money laundering and terrorism financing.

"We propose provisions that explicitly provide financial rewards for terrorist crimes whistleblowers and take measures to protect them," the minister explained.

Since 2011, and following the revolution and the security chaos in the country, Tunisia has been subjected to bloody terrorist attacks.

The attacks include that in 2015, which killed 59 foreign tourists, 13 security personnel and two major attacks against military units in 2013 and 2014 that left 22 dead.
