If used during the first 60 days of a new legislative session, it allows Congress to kill regulations passed in the final months of a previous administration _ after June 2016 in this case _ with a simple majority vote, avoiding the usual 60 votes needed to avoid a Senate filibuster.
The law had only been used successfully once before the 115th Congress took full advantage of its power.
