Trump Admin Secretly Working On 28-Point Peace Plan For Russia-Ukraine War: Report

The Trump administration has been secretly working in consultation with Russia to craft a 28-point peace plan to end its invasion of Ukraine, according to a new report.

A Russian official told Axios that he is optimistic about the plan, which goes over four different areas: peace in Ukraine, security guarantees, security in Europe, and future U.S. relations with both countries.

The outlet noted that it is not clear how the plan addresses issues like the control of eastern Ukraine, which Moscow demands as a key condition to end the war even though they don't control it all and Kyiv has repeatedly rejected.

The officials leading the discussions are U.S. special envoy Steve Witkoff and Russian counterpart Kirill Dmitriev. The latter, who runs the country's sovereign wealth fund, said the two spent three days working on the plan. He told Axios that, unlike past drafts, "we feel the Russian position is really being heard."

Witkoff has discussed the plan with Ukrainian President Volodymyr Zelensky's national security adviser, Rustem Umerov, and is set to meet with the head of state on Wednesday in Turkey.

"The president has been clear that it is time to stop the killing and make a deal to end the war. President Trump believes that there is a chance to end this senseless war if flexibility is shown," a White House official said.
