A little more than a year after a catastrophic flood killed more than 100 people, including 27 children at Camp Mystic, residents in Kerrville and the surrounding areas are once again digging out from another deluge.
But the 2026 floods played out differently. Fewer lives were lost. The pace of the flooding was different. And some residents were on higher alert. Did legislative changes make a difference, and are more reforms on their way?
