The Federal Highway has begun to flow ahead of the Sutton Road exit after an earlier incident on Sunday morning.
There is only one lane open from Eaglehawk at the time of writing (8.30am).
The cause of the traffic jam is unknown, but police vehicles have stopped at two locations on the left lane.
Police are attending to what appears to be two cars stopped in the emergency stopping lane, with one facing the wrong direction.
Traffic was at a standstill ahead of the New South Wales border at 8.00am but has begun to move.
It comes as thousands of Canberra Raiders fans travel north to watch the Green Machine attempt to break their 25 year premiership drought.
