Tourist faces court over fatal drunken e-scooter crash

An English backpacker accused of fatally colliding with a beloved father of two while riding an e-scooter drunk has briefly faced court.

Alicia Kemp, 25, allegedly collided with Thanh Phan, 51, while riding through Perth about 8.40pm on May 31.

Mr Phan was critically injured and died in hospital several days later.

Kemp is charged with dangerous driving occasioning death - under the influence of alcohol, and dangerous driving occasioning bodily harm - under the influence of alcohol.

She appeared via video link in the Western Australian Magistrates Court on Tuesday, where her case was adjourned to allow for negotiations between her defence lawyers and prosecutors.

Mr Phan's family described him as a "beloved husband, father of two, brother, and dear friend".

They said they were heartbroken by his death and called for a review of e-scooter laws.

A committee will be tasked with finding ways to make the vehicles safer and consider tougher penalties for illegal behaviour.

Kemp suffered minor injuries in the collision.

Her 26-year-old female pillion passenger was also taken to hospital for treatment of non-life-threatening injuries.

Kemp, who was previously refused bail, was remanded in custody to reappear in the same court on August 11.
