Mauricio Pochettino’s side were back in the capital after a successful Audi Cup campaign in Germany where they saw off Real Madrid before beating Bayern Munich on penalties on Wednesday.
Lucas Moura put Spurs ahead after three minutes at Tottenham Hotspur Stadium, but Stefano Sensi's 36th-minute leveller sent the game to a penalty shootoout.
Oliver Skipp and Christian Eriksen missed their spot-kicks as Inter ran out 4-3 winners in the shootout.
