The 27-year-old missed the defeats to Brighton and Chelsea after picking up injuries in both ankles during the loss to Liverpool last week
The England captain returns straight back into an attacking Spurs line-up with Carlos Vinicius back on the bench.
Eric Dier has also dropped out of the starting XI and takes his place among the substitutes after his mistake against Chelsea gifted the Blues with a match-winning penalty.
Toby Alderweireld and Davinson Sanchez start in the centre of defence.
Erik Lamela and Lucas Moura both coming into the team, having come off the bench against Chelsea on Thursday night.
Sixteen-year-old Dane Scarlett is on the bench for Tottenham to provide another attacking option.
