The 25-year-old Brazilian striker makes his full Premier League debut, having had his starts before this season in the Europa League and FA Cup.
Serge Aurier is also back in the Tottenham team following his absence at Brighton, after reportedly storming off at half-time in the previous game against Liverpool.
Mourinho has returned to a back four after struggling performances with a back three.
Elsewhere Eric Dier comes back into the centre of the defence, at the expense of Joe Rodon.
Pierre-Emile Hojbjerg and Moussa Sissoko pair up again in the centre of midfield with Harry Winks on the bench.
Harry Kane, Dele Alli, Sergio Reguilon and Giovani Lo Celso remain out injured.
