As city officials grapple with where to place homeless shelters, they face a threat of opposition from the public in nearly every direction — except for industrial and manufacturing zones, which by definition do not usually allow housing or lighter commercial uses such as shopping centers.
A Capital & Main analysis of 30 Southern California cities found that 76% selected industrial or manufacturing zones as the only or primary area where emergency shelters are allowed.
