Time for a tit-for-tat expat language test?

Now that the courts have decided that people wishing to move here to join their spouses from abroad should be able to demonstrate a fluency in English (Report, 19 November), should we assume that British people wishing to buy houses in France, Spain, Portugal etc must acquire a similar fluency in the language of that country?
