An empty bag of crisps ended up costing one man a bit of a packet after his littering was caught on camera. Jack Howells, aged 24, was laying tarmac on Glanmor Terrace in Burry Port, Carmarthenshire on Monday, November 8, last year when he stopped for a quick snack.
Unbeknown to him, a resident had started filming from their window after they heard a noise outside and witnessed someone throwing a banana skin onto the road. To get the latest Carmarthenshire stories sent directly to you for free, click here.
It was at this point that Howells, of Tyn Y Bryn Road, Tonyrefail, finished off his crisps and then threw away the empty packet. This was caught on video and passed to Carmarthenshire Council's enforcement team, who then contacted Gwendraeth Valley Tarmac.

The council was then able to identify Howells and issued him with a fixed penalty notice, which he agreed to pay within 14 days in order to avoid going to court. He was taken to Llanelli Magistrates' Court on April 22 where he admitted that he "threw down, dropped or otherwise deposited litter, namely a crisp packet and left it", contrary to section 87 of the Environmental Protection Act 1990. Howells was fined £100 and ordered to pay costs of £85 and a victim surcharge of £34.
