Three women tackle pervert who assaulted teen at bus stop

A notorious pervert has now been convicted of sexual offences a staggering 12 times.

Andrew Fearnley-Hill, from Warrington, was locked up again this week after drunkenly performing a sex act at a bus stop on his birthday. The ECHO can now reveal his long history of committing perverted crimes.

In total, the 52-year-old has 18 previous convictions for 27 offences. Eight of these have for indecent exposure, with three for outraging public decency and one for sexual assault.

One incident in 2006 saw him flash a group of 15-year-old girls in a park. In 2017, he was jailed been for 16 months at Chester Crown Court after sexually assaulting an autistic teenager.

This attack also occurred at a bus stop, taking place on the busy A49 London Road in Stockton Heath. The 19-year-old victim was approached by Fearnley-Hill on a Sunday afternoon in October 2015.

He attempted to make conversation with her and began to touch her on the arm, leading to the victim turning away from him as she felt uncomfortable. Following an exchange with another man, the sex offender suddenly became angry - flicking cigarette ash at the teenager before touching her on the stomach and groping her right breast.

Fearnley-Hill then accused her of stealing his mobile phone and tried to grab her bag. The defendant, who was under the influence of alcohol at the time, stated he was going to perform a citizen’s arrest on his victim and grabbed her arms and pulled her to the ground.

Three women then intervened and put the young woman on a bus, with one of the Good Samaritans then reporting the incident to the police. Arrested a week later, Fearnley-Hill claimed he was patting the victim down as he searched for his phone and denied that the touching was sexually-motivated.

The complainant described how the assault had "made her stomach churn" and left her with post-traumatic stress disorder, agoraphobia and an eating disorder. But just over a year later, he struck again.

On a Saturday morning in October 2018, he exposed himself to a nine-year-old boy and police officers in Warrington town centre. At around 9.30am on the day in question, a family-of-four parked up on Cairo Street intending to buy Halloween decorations.

As they walked towards Sankey Street, Fearnley-Hill was stood in their path near to the entrance of the Cairo Street Unitarian Chapel performing a sex act on himself. He was spotted by their young son, who was left "shaken" as a result.

After the mum called the police, the flasher walked away in the direction of Rylands Street. Fearnley-Hill then stood on the pavement for roughly 15 minutes and exposed himself to more than a dozen people.

One witness said in court: “He was drunk, just stumbling around – he wasn’t that far away so I could see what he was doing very clearly. I felt uncomfortable.”

In all, the former CCTV operator had been exposing himself for up to an hour. After being arrested on Barbauld Street, Fearnley-Hill then flashed two police officers.

As they were performing a search of the defendant near to Showbar nightclub, his genitals were exposed when they unfastened his coat. When he was interviewed by police, Fearnley-Hill claimed he had "drank too much cider" and claimed to have been urinating.

But, during a later trial, he alleged that it had been a case of mistaken identity. He even bizarrely claimed the man heard on a recording of his custody interview, which was played to the court, was not him.

Fearnley-Hill had been sleeping rough in Stockton Heath and had a paper round at the time, and was found unanimously guilty of exposure. He was then imprisoned for a further two years.

The prolific offender was back in court again as recently as July last year. Fearnley-Hill was jailed for 27 months at Chester Crown Court on this occassion after being caught performing a sex act next to the Mersey "in full view of members of the public".

Despite having initially claimed to be urinating, he later admitted outraging public decency. On Monday, he was handed another year in prison having pleaded guilty to exposure.

Liverpool Crown Court heard how a patrolling police car noticed Fearnley-Hill stood in a bus stop on Folly Lane, Bewsey, shortly before midnight on July 2 holding his penis and with his trousers and underwear strewn on the pavement next to him. He was visible to motorists, pedestrians and the residents of nearby houses at the time.

Officers believed he was under the influence of alcohol as he was "slurring his words and smelled strongly intoxicated". Fearnley-Hill was subsequently arrested and taken to hospital.

Jeremy Rawson, defending, told the court that his client's latest flashing incident "came about because he had taken a cocktail of drugs and alcohol". He has "no recollection" of the events.

Fearnley-Hill, who appeared via video link to HMP Altcourse, was described as a "rather sad individual" who has no partner or children, whose parents have died and who has no contact with his siblings. Mr Rawson added: "It was his birthday, and he had had a lot to drink - he simply regressed to type unfortunately."

But Fearnley-Hill's latest sentence will not affect his current scheduled release date in February 2023 after he was recalled on licence to serve the remainder of his term for the Mersey incident. Sentencing, Judge Gary Woodhall said: "You offered no explanation for your actions under interview after being arrested - you said you had had too much to drink, in combination with your prescription.

"The explanation can be deduced that you are a serial offender for exposing yourself in public. This is your 12th conviction related to exposing yourself in public.

"I have no authority to make this sentence consecutive to your current sentence, something I would have done had I had the power to do so. You pose a high risk of contact sexual offending.

"You live a lonely existence with limited if any support. The offence is aggravated very significantly by your previous convictions and because the offence was committed on licence.

"I'm perfectly satisfied that only a custodial sentence can be justified. You must now understand that if you keep committing these offences, you will simply keep getting prison sentences."

Fearnley-Hill was also handed a 10-year notification requirement and told to pay a victim surcharge.
