Northern Territory Police say they will fine three people from regional Victoria who travelled to the Northern Territory then broke the rules of their quarantine plan.
Two men, aged 28 and 41, and a 25-year-old woman entered the Territory for a two-day work trip in early October.
They had been approved to undertake essential work in the NT on the condition they quarantined in Tennant Creek when not working.
Acting Commander Shaun Gill said the group had since left the NT, but an investigation found they had "clearly" breached the requirements of their COVID-19 Management Plan during their stay.
He insisted the risk to the town, which is a service centre for surrounding Indigenous communities, was low.
"The group wore masks while outside their place of quarantine, however their disregard for abiding by the rules set out in their work exemptions is disappointing," he said in a statement.
"I have been advised by the Chief Health Officer that, as this breach occurred more than 14 days ago, they wore masks and had only a brief time outside quarantine, the risk to the community is very low."
The penalty for failing to abide by Chief Health Officer's directions is $5,056 for an individual and $25,280 for a business.
The town's major Indigenous health organisation had previously raised concerns about the risk posed by workers from Victoria servicing a nearby gas pipeline under an alternative quarantine plan early in October.
However a spokesman from gas company Jemena confirmed it had no association with the trio fined on Wednesday.
In a separate incident, a man from regional Victoria was fined for breaching his alternative quarantine requirements in Darwin earlier in the week.
The 30-year-old was absent from his accommodation when compliance teams checked on Monday and he was subsequently fined more than $5,000.
