The 34-year-old constable was hit by a pickup truck while trying to use a stinger device on the vehicle taken in a burglary on 5 October. He died in hospital shortly after the incident in Wallasey, Merseyside.

Merseyside police said on Friday that three people had been charged with assisting an offender following the murder of Phillips.

Georgia Clarke, 19, and Dawn Cooper, 34, both from Wallasey, and Michael Smith, 19, from Liverpool
were due to appear at Wirral magistrates court on Friday morning.

On Wednesday, an inquest hearing was opened and adjourned at Liverpool coroner’s court to allow coroner Andre Rebello to formally register the death and release the body of the father-of-two to his family to prepare for his funeral.

His widow, Jennifer, formally identified Phillips’s body, the hearing was told. Rebello said the officer was struck by the vehicle, causing the fatal injuries. He passed on his condolences to Phillips’s family and adjourned the inquest until criminal proceedings were concluded.

Clayton Williams, 18, has been accused of murder and other offences related to the incident and a further court hearing is scheduled at Liverpool crown court on 22 October.

A second defendant, Philip Mark Stuart, 30, of Prenton, Wirral, who has been accused of burglary and aggravated vehicle-taking and death caused by an accident, after allegedly being in the Mitsubishi, is due to appear on the same day as Williams.
