New houses at Wirral Waters are going on sale next month in a major breakthrough for the project.
Wirral Waters, which is set to provide up to 13,500 homes over the next 25 years and potentially create up to 20,000 jobs, was criticised for being slow to get going.
However, plans are now moving at pace.

In August, homes at East Float, one part of the development, will be made available to customers.
All of the new homes are being built in the House by Urban Splash factory, before being delivered to East Float over the summer.
The type of homes up for sale include three-storey "Town House" homes and the "Row House" - described as a red-clad "modern mews house".
Both have been designed by Liverpool-based architects shedkm and prices start from £210,000 for a two-storey Row House home, while the Town House homes are priced from £345,000.
In total, the East Float development, being delivered by Urban Splash in partnership with Peel L&P, will bring 350 homes to Wirral Waters.
Each home can be customised by buyers before being transported to East Float.
For example, Town House homes can include up to five bedrooms and home offices, alternatively there is a ‘garden living’ option with living spaces downstairs, or buyers can choose ‘loft living’ with bedrooms on the ground floor and open plan living areas upstairs.
Row House homes will be available in three sizes, two-storey, two-and-a-half storey, which includes a roof terrace, or three-storey.
A tour of the East Float area is being set up for potential customers on July 10.
