Thief breached Newport city centre banning order just nine days after it was imposed

A thief broke an order banning him from entering a Welsh city centre for two years just nine days after it was imposed.

Arnis Nassa was handed a criminal behaviour order (CBO) banning him from entering the Pillgwenlly, Baneswell, and city centre areas of Newport at Cwmbran Magistrates' Court on February 5.

Under the terms of the order, the 40-year-old was also barred from remaining "stationary near any unattended vehicles" between the hours of 1am and 7am where "there’s opportunity to physically interfere with said vehicle".

Nassa had previously pleaded guilty to stealing an electric toothbrush worth £60 from a branch of Wilkinsons in Newport on January 8.

But on February 14, just over a week after the order was imposed, Nassa was located on Francis Drive just off Commercial Road in Pillgwenlly.

He was sentenced to eight weeks in prison at Cwmbran Magistrates' Court on February 15 after pleading guilty to a single count of breaching a criminal behaviour order.

Nassa must also pay a victim surcharge amounting to £128.

The terms of Nassa's order states he must not:

  • Enter the area marked in red on the following map (areas including Newport city centre and Pill), save for attending pre-arranged appointments.
  • Remain stationary near any unattended vehicles, between the hours of 1am and 7am, where there’s opportunity to physically interfere with said vehicle, trailer, or anything carried on/in a motor vehicle or trailer.

Newport Crime and Disorder Reduction Officer, PC Chris Butt, said: “Applying for a CBO is always a last resort.

"Before then, we work with our partners to try and engage and support individuals involved in numerous offences."

Gwent Police said anyone who sees Nassa breach this order should call 101, quoting reference 2100003619. The force can also be contacted via direct message on one of Gwent Police's Facebook or Twitter pages.
