A petition opposing plans for apartments on the site of a former filling station near Newport has been signed by more than 500 residents.
Plans to build 18 self-contained apartments on the the old Pontymister filling station site on Newport Road, Risca were originally proposed in mid-2019.
The proposals to Caerphilly Council were updated last year to include 14 one-bed and 4 two-bed apartments.
The plans were recommended for approval in January by the council's planning committee despite concerns over parking, privacy and the development's overall impact.
And some locals fear the plans could also see the area become an accident blackspot.
A petition signed by more than 500 residents claims the proposals could "force motorists into performing dangerous manoeuvres" due to the site's proximity to the junction near Ty Isaf and Tanybryn.
Residents said they felt there was "a real safety concern" that the nearby B4591 road "could turn into a collision cluster site" due to existing speeding issues already in the area.
Residents also said the accommodation would "dwarf the surrounding existing homes in the area" and that concerns previously raised by residents had been overlooked in the planning process.
They also complained about "a complete lack of opportunity to object" to the development and that many had only found out about it "through word of mouth and through social media."
"The vast majority of many residential properties in the neighbouring Ty Isaf and Tanybryn estates have not received any such notice of these proposals, nor have notices been erected on site to detail these," they said.
A council spokesman said: "As with any planning application there was a period of consultation where residents had the opportunity to express their views on the proposals through the statutory process.
"The application was advertised in accordance with statutory requirements and all material planning issues, including those relating to highway safety, visual and landscape impact, were taken into account and addressed as part of the decision making process.
"The planning committee have resolved to approve the application subject to a Section 106 agreement."
