The school where just one pupil is taught in English

The days of dual language education at a Carmarthenshire school with only one pupil in the English stream last year look numbered.

Council executive board members approved a proposal to change the language provision to Welsh only for new pupils at Ysgol Rhys Prichard, on the outskirts of Llandovery .

The executive board also approved changing the foundation phase to Welsh only for new pupils at Ysgol Y Ddwylan, Ysgol Griffith Jones, Ysgol Llangynnwr and Ysgol Llys Hywel, with the choice of language medium to be introduced at key stage two.

A consultation is now getting under way - and full council will make a decision on the proposals in October.

The authority wants all Carmarthenshire's pupils to be able to speak, read and write in Welsh and English fluently by the end of key stage two.

Speaking at the executive board meeting, councillor Glynog Davies, who holds the education brief, described the Ysgol Rhys Prichard proposal "as a very important part of that process".

Cllr Davies said of the consultation: "We, as a council, will listen to the schools and parents and anybody else who takes an interest in this subject.

"We want to move forward together. This is essentially important to the success of this plan."

He said the transition at Ysgol Rhys Prichard had happened "quite naturally".

As of January, 2018, only one pupil out of 204 at the school, which is to move to the former Ysgol Pantycelyn site, was in the English stream.

The Welsh Government wants the country to have one million Welsh speakers by 2050. Citing this objective, Cllr Davies said: "2050 sounds far away but, believe me, the process has to start now. We cannot waste time."

Councillor David Jenkins asked if all staff at the five schools would be able to teach their subjects in Welsh.

"I'm not entirely sure on the figures," said Cllr Davies. "It's something that the department is fully aware of, and we are taking that into consideration."

Cllr Davies said 226 of the 364 pupils of Ysgol Y Ddwylan, Newcastle Emlyn , were from outside the catchment area - with many of those travelling from Ceredigion and Pembrokeshire.

He said he felt he could "ignore" those from out of the county, adding: "I am making plans for the children of Ysgol Y Ddwylan."

The report before the executive board contained quotes from television presenter Alex Jones and rugby referee Nigel Owens, who both hail from Carmarthenshire and who both said how important the Welsh language was for them.

The report also said an additional learning need was not, generally speaking, a barrier to learning two languages.

The proposals had been debated by a council scrutiny committee before the executive board met - and if full council approves them in October a 16-week statutory objection period would follow.
