Leeds United manager Marcelo Bielsa has hit out at the decision to allow fans back into some Premier League grounds but not others.
The Government has announced that a limited number of spectators will be able to attend matches at stadiums in areas that will be under Tier 1 and Tier 2 coronavirus restrictions from next week.
However, clubs in Tier 3 areas will have to continue playing their matches behind closed doors.
That will be the case for half the Premier League, including Leeds, Manchester United, Manchester City, Wolverhampton Wanderers, Newcastle United, West Bromwich Albion, Sheffield United, Leicester City and Burnley.
With London falling into Tier 2, Arsenal, Chelsea, Tottenham, West Ham, Crystal Palace and Fulham will be able to admit up to 2,000 fans to their home games, along with Liverpool, Everton, Brighton and Southampton.
Bielsa is not happy with the situation and believes the likes of Arsenal, Chelsea and Spurs could receive an unfair advantage as a result.
"The power of each club corresponds to that club so there could be a rule that fans are not allowed in all stadiums or everyone is allowed to have them," said the Argentine.
"The question shouldn’t be about the consequences of being in this category or that category, it should be about trying to maintain the competition as equal as possible with things that are controllable.
"I’m just applying common sense. The presence of fans has an effect on the result, but the competition says that people who are in higher rates of infection will be penalised.
"There is the case that these clubs should not be punished because they are in an area with a higher risk of infection."
Burnley boss Sean Dyche does not agree with Bielsa, however, even though no fans will be allowed at Turf Moor under the new plans.
"Any fans getting into stadiums is a start, hopefully a very positive start for what comes next," said Dyche.
"Home or away, having any fans in the stadium is great. We’ve been waiting a long time, they’ve been waiting a long time.
"We totally understand why of course, I think it will be a very good thing for football.
"We can only hope things will accelerate due to vaccinations etc, etc. They’ve said they will revisit it on the 16th, so we will wait and see."
