Asylum seekers, Gypsies, abortion, prisoners - no issue is safe from Howard's tireless attempt to attract attention, create a stir, and sprinkle fear and loathing in the public debate. But, if the daily conversations I have with residents in Sheffield Hallam is any guide, the effect of this manic pre-election campaign strategy is, to use a verb familiar to Mr Crosby, starting to boomerang on the Tories.
