The Blues agreed a deal worth believed to be £28m with Arsenal for the 23-year-old winger and submitted a deal sheet with the Premier League before the 5pm deadline.
Everton are now hoping to complete all necessary paperwork and finalise the deal in a two hour window in order to complete Iwobi's signing.
