Residents have slammed a decision to introduce charges on sports pitches over fears the fees will damage grassroots football in the area.
The new fees, which are being introduced in September, will apply to all Newport City council-run football pitches - which were previously free to use.
Charges include £10.30 for under 12s matches, £21 for under 13s to under 16s. There will be no charge for the "mini" age group.
A document on the council website reveals there were previously no fees in places but now football and rugby pitches for 11-16 year olds will come in.
Ben Burrows is the chairman of Newport Civil Service, and started the club's youth section seven years ago, with only six children. They've now got 220 kids and are one of the biggest clubs in Newport.
Mr Burrows, who played for the team as a youngster, said: "I've been involved in the Civil for 34 years and we've never, ever had to pay for a grass pitch for the kids.
"I think it's going to have a massive effect."
The 39-year-old added: "We got an email, and from the start of next season, they're going to start charging under 12s £10 a pitch, and under 13s to under 16s £21 a pitch.
"If you're looking at a referee as well, which is usually around £25, you're looking at around £50 to play a home game.
"We play around 10 home games, you're looking at around £500 out there. Sometimes you have a ref anyway, not very often, but that's still £250-£350 a year extra for kids football. And that's per team - we've got four teams.
"I've got a funny feeling it's going to make teams fold."
He is organising a meeting among all the local football clubs to see what they're going to move forward. He said lots of parents are angry about the decision to introduce fees.
Mr Burrows added: "We won't be able to afford a seconds next year. We've got boys playing for our seconds, who are 16-18, none of them are working. We keep them off the streets every Saturday.
"Now we're going to have to charge more than £6 for a game of football."
"We charge £120 for the season, they get a playing kit, all the training, three tournaments at the end of the season; we can't go to them now and say we're putting it up to £150.
"I know £30 doesn't seem like a lot over a season, but it's still a lot of money and people can't afford it at the moment."
Newport Independents councillor for Bettws, Cllr Kevin Whitehead, said: "Considering they urge kids to leave their PlayStation games and phones and get active it's a joke.
"When bringing out things like future health and well being acts, it's hardly sensible to put financial barriers up, is it?
"We've just been hit with a 6.95% council tax increase. All public amenities, to include the car parks attached to them, seem fair game to NCC at the moment.
"Youth provision has been cut to the bone as it is."
Newport Conservative party chairman, Cllr David Fouweather, said: “Last year saw the introduction of car parking charges at Fourteen Locks and Belle Vue Park, with sports teams at Tredegar Park being clobbered hard.
"To now hit youth sides with pitch fees is outrageous.
"It’s almost like the council want to deter young people from engaging in sporting activities and visiting our parks.”
