The £100m new UK Government hub in the centre of Cardiff for 4,000 civil servants

The keys for a new UK Government hub building that will be home to 4,000 civil servants in the centre of Cardiff will be handed over to Welsh Secretary Simon Hart today.

The  £100m and 270,000  sq ft Tŷ William Morgan (William House) building is the latest office development at the Central Square development from Rightacres.

The 12-storey building, whose main occupier will be HMRC when it relocates its tax offices from the Llanishen area of Cardiff later this year, is now being fitted out by ISG. Construction was carried out by Sir Robert McAlpine

Tŷ William Morgan will also serve as the Cardiff offices for the Wales Office, currently located in Cardiff Bay. It will also provide space for other non-devolved civil service operations and be able to hold UK Government cabinet meetings.

The building was designed by architectural firm Gensler.

Mr Hart said: "The Cardiff building is one of 16 UK Government hubs currently being created across the UK’s nations and regions. It forms part of the UK Government’s commitment to the union by building the capacity of the civil service across the whole of the United Kingdom and levelling up resources."

HMRC director general for customer compliance in HMRC, Penny Ciniewicz said: "This is a significant milestone for HMRC, which will bring together more than 3,600 colleagues into Central Square.

"The department has a large and long-established presence in Wales and the new regional centre in Cardiff demonstrates our commitment to Wales and its economy.

“This modern building will bring teams together, so they have the opportunity to work differently and more effectively.”

The project, as with other schemes at Central Square, was forward funded by L&G funds.

The keys to the building will be handed over to Mr Hart by chief executive of Rightacres Property Paul McCarthy.

Mr McCarthy said: "From the brilliant strategic creativity of the masterplan to the laying of each individual paving slab, the delivery of this iconic development on time and on budget is testament to all involved."

Tŷ William Morgan is in recognition of  Bishop William Morgan’s role in maintaining the strength of the Welsh language through his 1588 translation of the bible into Welsh in 1588.
