Brothers Aran and Ari Sherani have faced court charged with terror offences after raids in Melbourne.
The Epping men were arrested and charged on Wednesday after joint counter-terror officers raided homes in Melbourne's north.
Aran Sherani, 19, is charged over an attempted terrorist act, intentionally causing injury, an act in preparation of a terrorist act and being a member of prescribed terrorist organisation, ISIS.
His lawyer Sarah Condon said he had no prior convictions and it was his first time in custody.
"In my submission he's vulnerable for that reason in combination with the fact of the charges themselves," she said.
His older brother Ari Sherani, 20, is facing a single charge over an attempted terrorist act.
Lawyer Louis Dean said his client's age, the nature of the charges and his lack of prior criminal charges also made him vulnerable in custody.
Both men appeared by videolink in Melbourne Magistrates Court on Thursday.
Neither applied for bail and are both due to return to court on July 20.
A 16-year-old boy from Pascoe Vale was also arrested in the raids, but was released without charge.
